Local budgets in Uzbekistan will see an increase in revenue.

Uzbekistan, Tashkent – According to AN Podrobno.uz. Starting in 2025, regional and city budgets will receive full revenue from turnover tax, property tax, land tax for legal entities, and rental income from state assets. Additionally, local budgets will retain at least half of the revenue generated from personal income tax, as reported by a Podrobno.uz correspondent.

This is stipulated by a decree from the President of Uzbekistan and is intended to strengthen their financial independence. The document came into effect on December 23 of this year.

Additionally, local authorities have been granted a range of financial and administrative powers. District and city khokimyats are now authorized to set tax rates for individual entrepreneurs and adjust taxes on water resources and subsoil. They will also have the ability to lease real estate to entrepreneurs for up to 10 years, with the option for subsequent privatization, provided that new jobs are created.

Public councils of entrepreneurs are being established at the local level, which will act as a link between businesses and government authorities. In 2025, as part of a legal experiment, the work of khokimyats will be organized based on the principle of "Serving the interests of the population and entrepreneurs," which aims to support business, actively develop infrastructure, and enhance the quality of public services.

The goal of the decree is to ensure sustainable economic growth, increase the income of the population, reduce unemployment, and lower the poverty level. These measures are part of the "Uzbekistan – 2030" strategy and are aimed at developing regions while considering their natural, economic, and infrastructural characteristics.

It is worth noting that in November of this year, Shavkat Mirziyoyev proposed the idea of allowing regions to keep the entirety of the collected taxes on land, property, and turnover, as well as 50% of the income tax revenues.
