According to information from Norma, the new measures are introduced by the presidential decree "On Additional Measures to Support Producers and Create Broad Opportunities for Them in Public Procurement."
Within the framework of an open and transparent Ecosystem for producers, the following is planned:
the creation of an industrial map of producers by regions and product categories;
establishing cooperation between state customers and producers, including the possibility of concluding off-take contracts;
organizing a trading platform in B2B and B2C formats for convenient interaction between producers and customers;
priority procurement of goods from Ecosystem participants, except for international projects.
Producers are expected to register on a special public procurement portal while simultaneously posting their offers in all electronic systems.
In this case, for auctions conducted through an electronic store and auctions to lower the starting price, payment to businesses will be made proportionally to the volume of supplies.
Additionally, producers with a high or medium rating will receive a 50% discount on commission fees and be exempt from making deposits.
As for the effectiveness of state agency leaders, it will now be assessed based on criteria such as a sharp reduction in direct contracts and the volume of imported products in public procurement.
An automatic evaluation system for entrepreneurs is also being implemented based on data from electronic systems, which will eliminate the influence of human factors.
The new Ecosystem is intended to support businesses and ensure transparent and fair conditions for all participants.
