The President of Uzbekistan has instructed to enhance budget savings measures for the year 2025.
The President of Uzbekistan, Shavkat Mirziyoyev, has signed a decree mandating ministries, agencies, and local authorities to implement measures aimed at enhancing efficiency and saving budgetary funds, based on the principles of "cost-effectiveness and ensuring stability."

Government agencies are prohibited from:
- increasing salaries for management personnel (except for minimum wage);
- purchasing official vehicles, expensive furniture, and office supplies using additional sources from local budgets, except in the fields of education, healthcare, agriculture, and water management.
The purchase of vehicles and furniture with off-budget funds is only possible with the approval of the Cabinet of Ministers.
When preparing budgets for 2025, expenses for furniture and office supplies must be reduced by 10% compared to the 2024 level (with the exception of educational and medical institutions).
Hokimiyats are prohibited from:
- allowing a shortage of funds for salaries, medications, food, and utilities;
- creating additional positions without legal justification;
- conducting events without a defined source of funding.
Starting January 1, expenses for the maintenance of medical institutions at the district and city levels will be funded from the republican budget of Karakalpakstan, regional budgets, and the budget of Tashkent.
The Ministry of Economy and Finance has been tasked with preparing a proposal by September 1, 2025, to terminate the practice of drafting temporary expense budgets.
