The Cabinet of Ministers adopted a resolution on the development of the e-commerce sector on December 26. This was reported by the National Agency for Prospective Projects.

The document establishes a classification of enterprises in the online trading sector based on types of activities and services provided. It also outlines measures to improve the collection of industry statistics.

Only legal entities that are residents of Uzbekistan can act as e-commerce platform operators. In addition to marketplaces, the requirement for "localization" also applies to order aggregators and digital streaming services.

Starting from July 1, 2025, e-commerce entities will be subject to a notification procedure for their activities and a special registry. However, legal entities or individual entrepreneurs who provide users with online information about goods, services, and digital products are not considered entities if they have no obligations to conclude electronic contracts or transactions.

All operators and sellers on platforms will be required to conduct transactions within e-commerce through separate bank accounts. This requirement also applies to self-employed individuals engaged in the delivery of goods and services or private transportation.

Income from e-commerce for self-employed individuals must be accounted for in a special account linked to their bank card. Based on the income received, the revenue from the sale of goods and services will be calculated for the individual to pay turnover tax.

As an exception, self-employed couriers and taxi drivers are allowed to pre-deposit money into special accounts. These funds will be deducted for the collection of payments to the supplier of goods and services or the e-commerce entity.

They will also be able to accept cash payments. The self-employed individual can keep cash equal to the amount transferred to the supplier of goods and services without the need for collection.
