From next year, shared construction in Uzbekistan will fully transition to escrow accounts.

Uzbekistan, Tashkent – According to AN Podrobno.uz. Starting January 1, 2026, all payments from participants in shared construction of housing will be conducted exclusively through escrow accounts. Until the end of this year, investors will have the option to either transfer funds to a special account or continue using the previous payment system.

This is stated in the decree of the President of Uzbekistan.

Specifically, the document outlines that starting from July 1, 2025, developers will be able to attract funds from buyers only under strict conditions:

  • a notarized contract that will undergo state registration must be signed;

  • buyers' funds must be transferred to a special escrow account in a bank;

  • there will be a prohibition on freezing or withdrawing funds from this account for the benefit of third parties;

  • credit to the developer will only be issued after 30% of the construction work has been completed using their own funds.

Additionally, from this time on, a system will be implemented that allows for online monitoring of the construction process.

The project office under the Ministry of Economy and Finance will oversee the implementation of these reforms.

It is worth noting that the escrow account system being introduced in Uzbekistan will enable the issuance of mortgage loans and housing subsidies before the completion of construction.
