On December 30, Shavkat Mirziyoyev approved measures to increase agricultural production. The president's decree has been published in the Lex.uz database.

There will be encouragement for cultivating fruit and vegetable crops along the edges of fields, on internal streets of mahallas, near multi-story buildings, and in household farms. The head of state outlined the corresponding measures during a meeting at the end of November.

The organization of work for growing products on new lands is entrusted to the Agency for Quarantine and Plant Protection. It is responsible for supplying farmers with seeds and seedlings, as well as exporting the grown products.

Throughout the year, the agency will study the needs of exporters regarding the sowing and export of profitable crops. By January 1, it will submit proposals to regional hokimiyats and the Cabinet of Ministers of Karakalpakstan concerning the types of crops based on demand, climate, and local residents' experience.

No later than February 1, decisions will be made regarding the organization of sowing and the projected indicators for agricultural production. The agency will select suppliers of seeds and seedlings by February 15, as well as companies for purchasing products.

Producers who effectively utilize land along the edges of fields will be able to obtain an internal phytosanitary certificate free of charge for one year. They will be provided with seeds, seedlings, fertilizers, agrochemicals, and other resources.

Additionally, farmers will be granted subsidies covering up to 50% of expenses for purchasing rootstocks of fruit seedlings for in vitro planting. The maximum payout will amount to 25,000 sums for one rootstock.

Moreover, to facilitate water supply, they will be allocated preferential loans covering up to 50% of the costs for installing pumps and pipes, with a loan term of 1 year (including a 6-month grace period) at a rate 4% higher than the Central Bank’s base rate.

If a participant fails to cultivate products along the edges of fields within a year, the land tax rate for all lands will be calculated at three times the normal rate. Tenants who sublet the land may face a fine of up to 10 BRV (3.75 million sums).
