The head of state issued the corresponding directive on December 16, 2024, during a video conference meeting. According to the plan, the creation of 5.2 million jobs is scheduled for 2025, with more than 3 million expected to be facilitated by banks.
To achieve this goal, the khokims of 208 districts and cities, in collaboration with bank leaders, signed cooperation agreements that clearly defined the rights and responsibilities of each party.
As part of the "Mahalla Loyihasi" program, aimed at increasing employment, $1 billion in credit funds will be allocated to support the population. Bank branches in the districts have received monthly targets for project development, loan issuance, and job creation.
By February 1, 2025, special departments for working with mahallas will be established at the district bank branches, where so-called "mahalla bankers" will begin their work. Additionally, agents will be selected in each mahalla to assist the population and closely collaborate with banks.
Together with the khokimiyats, banks will present ready-made business projects to residents and organize training on how to implement them.
To monitor the fulfillment of tasks, the integration of the information systems "online-mahalla.uz," "bank-kredit.uz," and "soliq.uz" will be carried out. The activities of responsible leaders will be analyzed daily, and appropriate measures will be taken in case of ineffective performance.
The President emphasized that 2025 must be a decisive year for reducing poverty and ensuring employment, and he instructed to intensify the coordinated efforts of khokimiyats and economic structures at the local level.
