The Competition Committee has identified instances of unjustified charges for housing maintenance payments. This was reported by the press service of the supervisory authority.
From January to October of this year, the committee received 8,434 complaints related to services in the housing and utilities, construction, and transportation sectors. Of these, 380 complaints concerned the operations of organizations managing apartment buildings.
The complaints noted that management organizations do not hold meetings with homeowners, fail to publish reports on their activities, and do not provide access to these reports online. Additionally, some of them charge for services that were not rendered.
The committee discovered in several contracts terms that do not comply with legal norms or restrict consumer rights. As a result, recommendations were sent to the Inspection for Supervision in the Construction and Housing and Utilities sectors.
For instance, the company Lochin-Sanjar BK from Karshi introduced a penalty of 0.1% for each day of delay in apartment payments. However, the contract does not specify any liability measures for the company's failure to fulfill its obligations on time.
Similar situations were identified when analyzing contracts with several other management companies. These include Ascent Gold Story in the Tashkent region, Omad Paxtazor Kommunal PBK in Kashkadarya, as well as three companies in the Samarkand region.
Furthermore, the contract between Ascent Gold Story and a resident of Almalyk regarding the storage, operation, and maintenance of common property included an unreasonable condition for compensation from the state for losses due to the management organization's failure to fulfill its obligations.
Xumo Turon from the Ferghana region included a clause in the contract regarding the disconnection of electricity, gas, and water for individuals who do not pay rent for three months. According to the law, management organizations do not have the authority to disconnect from utility networks.
Previously, Spot reported that companies in the Jizzakh region would have their gas debts written off at the request of the Competition Committee, totaling 3.7 billion sums.
