These benefits were approved in 2017 and were originally set to last until January 1, 2021. In September 2018, Shavkat Mirziyoyev signed a decree extending their duration until 2025.

According to the decree, starting from January 1, 2025, teachers and leaders of private kindergartens and higher education institutions will be required to undergo professional development at specialized centers and the National Institute of Pedagogical Mastery named after A. Avloni.
From the same date, the fee for issuing a work permit confirmation for foreign specialists in Uzbekistan, hired by state or private educational institutions, will decrease from 30 BRV (11.2 million sums) to 1 BRV (375 thousand sums).
Additionally, starting in 2025, foreign specialists who are hired by private educational organizations for permanent work in Uzbekistan will be able to obtain teaching entry visas ("A2").
These measures are expected to support the development of the private education sector, expand access to innovative educational technologies, and increase the number of qualified personnel.
