Shavkat Mirziyoyev signed a law on November 5 aimed at regulating educational activities. The document has been published on Lex.uz.
The law passed the lower house of the Oliy Majlis in three readings in July and received Senate approval in September. As noted in the preamble, it is adopted to prevent "unhealthy educational work" and the introduction of "foreign views and ideas."
Educational activities are considered to be those that do not meet state standards, aimed at "developing necessary skills and qualifications for personal, intellectual, and spiritual growth, enhancing social and economic activity, demonstrating intellectual and creative potential, and improving [communication] abilities."
According to amendments to the law "On Education," educational activities can be conducted by state bodies, self-government bodies, as well as individuals and legal entities. Categories of individuals who are not permitted to engage in educational activities are also specified.
These include individuals who are legally incompetent or have limited legal capacity, as well as those on psychiatric or narcological registers. Individuals accused in a criminal case will not be able to engage in educational activities until the verdict comes into effect or they are released from liability.
Furthermore, a ban applies to individuals with unexpunged or outstanding criminal records for:
- crimes against sexual freedom;
- crimes against family, youth, and morality;
- crimes against the state, peace, and security of humanity;
- crimes against the order of governance;
- fraud;
- crimes in the field of illegal drug trafficking and psychotropic substances.
Administrative liability is introduced for violations of the educational activity order. This includes engaging in educational activities without the right to do so, as well as non-compliance with established legal restrictions.
The fine for the first violation will range from 5 to 10 BRV (1.875 - 3.75 million sums) for individuals and 10-15 BRV (3.75 - 5.625 million sums) for officials.
In the case of a repeated violation within a year, the fine range increases: for individuals - up to 10-15 BRV, and for officials - up to 15-20 BRV (5.625 - 7.5 million sums).
