In Uzbekistan, a new procedure for remote monitoring of compliance with transparency legislation by government agencies and organizations has come into effect. The Anti-Corruption Agency (Antikor) has been granted the authority to conduct both scheduled and unscheduled inspections.
The new mechanism is designed to enhance the transparency of government operations and ensure citizens have access to information. Antikor will carry out remote monitoring by analyzing the activities of government bodies and organizations for compliance with legal requirements.
Scheduled inspections will be conducted according to an approved timetable. Unscheduled monitoring may be initiated for several reasons. These include appeals from individuals and legal entities regarding identified violations in the area of transparency, information received from other government agencies, as well as reports in the media and online resources indicating potential violations.
The monitoring procedure is limited to 15 working days. Based on the inspection results, Antikor is authorized to implement a range of enforcement measures. In cases of minor violations, the agency may issue a warning regarding the inadmissibility of such actions in the future. If the violations are more serious, Antikor has the right to issue a recommendation for their rectification. In certain cases, where the actions of a government body or organization are classified as an administrative offense, Antikor may prepare the relevant protocol.
This initiative aims to strengthen the principles of openness and transparency in the operations of Uzbekistan's government structures, which contributes to increasing citizens' trust in the authorities and the effectiveness of public administration. The new control mechanism is intended to serve as an effective tool in the fight against corruption and to ensure accountability of government agencies to society. For reference, Uzbekistan has been steadily declining in the global corruption perception index for 10 years, indicating a systematic fight against corruption.
