The new restrictive measures affect a wide array of individuals and entities, as well as financial institutions and media resources. Notably, companies from third countries, including India, Kazakhstan, China, the UAE, Singapore, Turkey, and Uzbekistan, have also been sanctioned. In total, 53 companies from these nations have been added to the sanctions list.

A total of 48 individuals and 35 organizations have been included in the "blacklist." Additionally, restrictions have been imposed on 74 vessels, which, according to the EU, are part of Russia's "shadow fleet."

The Russian financial sector has also faced new sanctions. Thirteen Russian banks have been disconnected from the international payment system SWIFT. The EU Council has not disclosed the names of these banks but specifies that they are key players in the Russian financial system. For the first time, the European Union has imposed a ban on transactions for credit and financial organizations established outside Russia but utilizing the Russian Central Bank's Financial Messaging System.

The EU continues to exert pressure on Russian media. The restrictions have affected EADaily/Eurasia Daily, Fondsk, Lenta, NewsFront, RuBaltic, SouthFront, Strategic Culture Foundation, and Krasnaya Zvezda/Tvzvezda. European providers are prohibited from broadcasting these resources within the EU.

European companies have been banned from conducting transactions with several Russian ports and airports. A ban has also been introduced on the import of primary aluminum from Russia, as well as on the export of gaming consoles to Russia.
