The head of the State National Security Committee of Kyrgyzstan, Kamchybek Tashiev, addressed the staff of higher educational institutions. The main topic of the meeting was the dismantling of an organized criminal group led by Kamchi Kolbaev.
Tashiev stated that this organized crime group had an extensive hierarchical structure covering the entire territory of the republic.
“At the top was the ‘president’ – a thief in law, with appointed curators operating in regions, districts, and cities. They engaged in systematic extortion of funds from business representatives,” the head of the GKNB reported. Tashiev particularly emphasized the significant influence of this criminal organization, which led to the decision to eliminate it in the interest of national security. He informed about the neutralization of not only Kolbaev himself but also his closest associates and other members of the gang.
The head of the special service highlighted that currently, Kyrgyzstan is the only country in Central Asia and the post-Soviet space where, according to him, there are no active organized crime groups. However, Tashiev pointed out the influence of foreign criminal authorities on the internal situation in Kyrgyzstan. He cited the case of Salim Abduvaliev, better known as “Salimbay,” as an example.
According to Tashiev's statement, “Salimbay” exercised control over the southern regions of Kyrgyzstan, influencing local crime group leaders, major entrepreneurs, political figures, and even parliamentarians. Appeals to Abduvaliev and the strict adherence to his orders indicated the extent of his authority.
It is worth noting that in March 2024, Salim Abduvaliev was found guilty in Uzbekistan under part 2 of Article 248 of the Criminal Code (illegal trafficking in firearms and ammunition, committed repeatedly or by a dangerous recidivist) and sentenced to six years in a general regime colony. Recently, there has been information about his release due to health reasons.
