This decree introduces a system of interest-free loans aimed at stimulating entrepreneurial activity, ensuring working capital, and purchasing necessary equipment for individuals from low-income families included in the Unified Social Protection Registry and the Poverty Registry.
Instead of ineffective subsidies that have been underutilized and in demand for a long time, there will be a provision of credit assistance.
Consequently, subsidies that have not yielded satisfactory results and have failed to attract public interest will be abolished, and overlapping forms will be consolidated into a unified structure.
In place of this, low-income families will be able to rely on grants and interest-free loans that will assist them in starting entrepreneurial activities and developing agriculture based on their professional specialization.
Starting from January 1, 2026, financial assistance to the population will be provided through social cards, ensuring a clearer and more systematic implementation of financial support.
By March 20, 2025, a Department will be established within the central apparatus of the Ministry of Economy and Finance, which will focus on assessing the effectiveness and coordinating subsidies, loans, and grants.
As part of the "From Poverty to Prosperity" program, new forms of financial assistance are being introduced, which include subsidies for citizens who have served sentences of imprisonment, interest-free loans for aspiring entrepreneurs, as well as for organizing agriculture and horticulture, including the purchase of equipment, job creation, and infrastructure development.
