A draft law has been submitted for consideration to the Oliy Majlis, which prohibits the privatization of parks, boulevards, and squares. This was reported by the press service of the parliament.
The document was prepared by the parliamentary factions of the Social Democratic Party "Adolat" and the Ecological Party. It is noted that this is the first bill under review by the Legislative Chamber of the new convocation.
In recent years, there has been an increase in cases of construction of buildings and structures on the territories of parks, squares, and green zones for public use. The cutting down of mature trees and atmospheric pollution have led to growing discontent among citizens, legislators noted.
The practice of transferring park lands to the reserves of local hokimiyats, their further alienation, and the reduction of park areas during the update of cadastral documents is widespread. This indicates the need for greater legal protection for parks.
The current legislation does not impose a strict ban on the privatization of park land or on capital construction within them. According to the deputies, the new law is intended to address this issue.
The bill plans to prohibit the alienation of cultural and recreational parks, their land and the buildings located on them, as well as the reduction of park areas, the construction of new buildings or the expansion of existing ones (except for light structures). The restrictions will also apply to botanical gardens.
Administrative liability is foreseen for violations of these prohibitions. As the initiators expect, the bill will strengthen the legal framework for the protection of parks and contribute to the improvement of the environmental situation.
