The Strategic Reform Agency has introduced a set of initiatives aimed at improving urban communications and their development.
Currently, obtaining permission for work can take up to 2-3 months due to the lack of a unified platform for project verification and approval. More than 30% of applications require re-evaluation, which also slows down the execution of work.
The priority task for the SRA is to create a system for coordinating permitting procedures in the communications sector. An example cited is the NYC Street Works platform, which has reduced application processing time by 30% in New York City.
Additionally, it is proposed to establish independent inspections for preliminary project assessments to identify deficiencies before submitting documents for approval. Similar structures in London allow for the exclusion of 5% of incorrect applications at an early stage.
Moreover, the agency proposed to introduce a requirement for an insurance policy to cover losses related to infrastructure damage. Combined with regular audits, this will help minimize risks for communications, reduce damage compensation time, and cut budget expenditures on repairs.
For a more systematic approach, the SRA recommended implementing assessments and preparations for infrastructure works considering long-term plans. Mandatory checks and monitoring will help decrease the frequency of poor-quality execution in communications and repairs.
In July, Shavkat Mirziyoyev signed a decree to strengthen control over road repairs. According to it, starting September 1, repair and other works on roads, sidewalks, and road infrastructure facilities can only be carried out with the permission of the asset holder.
