As previously reported by Spot, Shavkat Mirziyoyev signed a decree to enhance the involvement of local authorities in the economic development of regions.
Starting from March 1, 2025, the process for leasing municipal real estate objects with an area of up to 10,000 square meters and an estimated value of up to 5000 BRV (1.875 billion sums) will be simplified, provided they have not been sold within 6 months.
They can be leased to entrepreneurs through a direct contract for 10 years with a buyout option after uninterrupted payments for 4 years. The lessee must launch a new project within 2 years of signing the contract.
Additionally, educational centers that prepare individuals for obtaining international language and professional certification can also lease these properties. The lease term will be 5 years, with a waiver of payment for the first year.
The city and district administrations will gain the authority to establish local public councils of entrepreneurs. It is expected that these councils will facilitate ongoing communication between government bodies and businesses.
Furthermore, starting in 2025, khokims will be able to appoint and dismiss heads of local branches of certain ministries and republican agencies in coordination with regional administrations. They will be given the authority to reward local leaders and impose disciplinary measures against them.
Administrations of specific cities and districts will be able to organize operations based on the approach of "providing services in the interests of the population and entrepreneurs" as part of an experimental initiative. This experiment will last for one year, until January 1, 2026.
