Shavkat Mirziyoyev signed a decree on December 20 to enhance the involvement of local authorities in the economic development of regions. This was reported by the Ministry of Justice's legal information channel.
The financial capabilities of the hokimyats will be expanded. Starting in 2025, 90% of the revenue from the sale of shares and equity stakes in enterprises owned by local authorities will be distributed between the budgets of districts (cities) and regions (Karakalpakstan, Tashkent city).
All collections from the turnover tax, property tax, and land tax for legal entities, as well as revenues from the rental of state property, will also be directed to district and city budgets. Additionally, they will receive at least 50% of the income tax (NDFL).
The councils of people's deputies of the regions and Tashkent, as well as the Jokargy Kenes of Karakalpakstan, will be granted the right to establish fixed tax rates for individual entrepreneurs within the limits defined by legislation. The level of economic development of the locality should be taken into account.
Regional councils will also be able to apply increasing coefficients (up to 2) to the minimum rental rates for real estate used for taxation purposes. In Tashkent, the introduction of zones analogous to land tax zoning is permitted.
In turn, the district and city councils will have the right to introduce coefficients for the use of water resources tax (from 0.7 to 1.5). They will be allowed to apply an increasing coefficient (up to 1.3) for the mineral resource tax on the extraction of non-metallic minerals.
