The Russian state company "DOM.RF" presented Uzbekistan with opportunities for exporting construction expertise and digital technologies. This was reported by the organization's press service.

AO "DOM.RF" is a Russian development institute in the housing sector, established in 1997. The company is fully owned by the state through Rosimushchestvo. The General Director is former Russian Minister of Sports Vitaly Mutko. In April, the company planned to go public.

A delegation from the company visited Tashkent on December 19-20. During the trip, the company's plans for implementing escrow accounts, creating a registry of developers, and digital services for project management were discussed.

Representatives of "DOM.RF" talked with their Uzbek counterparts about the implementation of a pilot project for escrow accounts in the Sergeli district of Tashkent. They noted the experience of using these accounts in Russia to protect participants in shared construction and ensure transparency.

Additionally, the introduction of digital construction control (DCC) was proposed—software for managing construction projects and information models. This solution will allow developers to work efficiently with documentation and improve the quality of construction management processes.

Representatives of the company noted Uzbekistan's interest in utilizing Russian technologies, as well as in educational initiatives. There are plans to supply software for training students in information modeling in construction.

The company expressed its readiness to assist Uzbekistan's construction sector in transitioning to modern quality standards and sustainable development.

Escrow in Uzbekistan

In September of this year, the president announced plans to implement escrow accounts for home purchases. It was planned to test this in Samarkand, and the Yangihayat and Sergeli districts of Tashkent.

Experts interviewed by Spot noted several potential challenges in implementing escrow accounts, including the lack of a legislative framework, rising costs for developers, and increasing square meter prices. Nonetheless, this step will enhance the security and transparency of transactions, as well as the accountability of developers.

In December, President Shavkat Mirziyoyev approved the introduction of escrow accounts for home purchases. It was instructed to begin developing a legal framework for the system and its implementation within government agencies.
