The Ministry of Transport has published the procedure for crossing the border with Kazakhstan for Uzbek carriers.

This is based on recommendations received during online negotiations between the Center for Transport Development and Logistics Studies and the customs authorities of Kazakhstan. The meeting focused on the challenges faced by national carriers when entering the neighboring country.

Carriers are advised to register in the CarGoRuqsat system to book places in line at the checkpoints. The system has been operating in test mode since the fall of 2022 and has now transitioned to a permanent mode.

Uzbek citizens are required to indicate on the CarGoRuqsat registration page that they are not residents of Kazakhstan. A verification code will be sent to the specified phone number via WhatsApp.

After registration, the carrier will be able to create a digital garage, which will store the license plates and other information about their owned trucks. A vehicle can only be registered to one garage at a time.

If the vehicle is already registered in the garage of a third party (intermediary), it is recommended to contact customer support at [email protected]. The application must include a copy of the vehicle's technical passport and the owner's documents (passport, incorporation documents).

Booking in the CarGoRuqsat system costs 3,692 tenge (90,343 sums at the current Central Bank exchange rate). Payment is accepted via Visa or Mastercard issued by any bank in Uzbekistan.

Transit declarations are currently accepted online through the Keden system only from carriers with representation in Kazakhstan. In other cases, the declaration is sent through brokers, who can also provide updates on its status.

The state fee for processing a declaration is 22,152 tenge (542,000 sums), the ministry noted. Any fees above this amount are charged by brokers.

At the request of the Ministry of Transport, Kazakhstan will soon launch an online service that will allow checking the status of a declaration in Keden by its number. This will simplify the verification process and enhance the transparency of the electronic declaration system.
