The head of the Senate Committee on Judicial and Legal Affairs and Anti-Corruption, Abdulkhakim Eshmuratov, has sent a request regarding issues with the licensing of driving schools in the Surkhandarya region, as reported by the press service of the upper house of the Oliy Majlis.
The senator noted that no driving school in Surkhandarya has a license. Prior to the transfer of licensing authority for driver training to the Ministry of Internal Affairs, there were 48 licensed driving schools operating in the region.
Moreover, the examination of driver candidates in the region has been suspended due to the lack of driving ranges that meet new requirements. Citizens are forced to travel to the neighboring Kashkadarya region to obtain their driver's licenses.
Eshmuratov described the situation as evidence of a lack of "due attention" to the enforcement of regulations by the State Road Safety Department (SBDD). According to the statement, driver training in the region has been halted because the "licensing issue has not been resolved."
The senator has requested explanations by January 14 regarding the measures being taken to resolve the licensing issues of driving schools and the operation of examination driving ranges in Surkhandarya. The results will be published on the Senate's website.
Shavkat Mirziyoyev instructed the transfer of the driving school licensing function from the State Inspectorate for Quality Education to the Ministry of Internal Affairs in February 2022. A year later, in February 2023, the president approved the relevant amendments to the legislation.
Prior to this, the Cabinet of Ministers approved a regulation on the ranking of driving schools, which is determined based on the qualifications of instructors and the driving performance of graduates (including accident rates). The government also established requirements for the training schedule in driving schools and for the vehicles used in examinations.
In August 2023, the Cabinet of Ministers outlined the licensing procedure for driving schools, under which the consideration of applications by the Ministry of Internal Affairs takes 15 working days instead of 9. In the winter of 2024, the Ministry of Internal Affairs specified the requirements for training and examination driving ranges.
