The list of institutions authorized to administer the exam in Russian as a foreign language, the history of Russia, and the fundamentals of the legislation of the Russian Federation includes 92 educational organizations, including branches of Russian universities and major language centers. For instance, the Moscow Center for Quality Education will administer the exam in Moscow, while the State University of Education will do so in the Moscow region. In Tajikistan, the Moscow Center for Quality Education may conduct the exam, and in Uzbekistan, it will be the Peoples' Friendship University of Russia named after Patrice Lumumba.

It is worth noting that at the beginning of November, the President of the Russian Federation, Vladimir Putin, signed a federal law that tightens control over the administration of exams for migrants. The document prohibits the transfer of rights and responsibilities for conducting comprehensive exams for migrants to third parties. Previously, external examiners could conduct these exams on a contractual basis.

Decisions to include new educational institutions in the list of those authorized to conduct exams will be made based on proposals from the Ministry of Education and Science of the Russian Federation in coordination with the Ministry of Internal Affairs of Russia and the Federal Service for Supervision in Education.
